I'd prefer getting this merged and having the other features added as follow-ups. If you'd prefer we can merge, but gate it to tachyon until you're happy. |

ohh I didn't know tachyon-only is an option. that sounds good. I have branches almost ready to PR for the first list of things in #20659 (comment), for some reason ended up working on those all at the same time instead of one by one |

adds a skin that looks like 2008 osu!stable (more info in the resources PR). resolves the main piece of #20659. this PR also replaces the various
old-skintest resourcesfor the name, I landed on this after trying to workshop with some friends what sounds "older than classic"...
draft because I'm still slowwwwly making my way thru #20659 (comment) , and I think it'd be cool to get this out in its best shape, but this PR on its own is complete.
