Add osu!stream skin

This PR adds the osu!stream skin to osu!lazer.

It requires the following PR on osu-resources: ppy/osu-resources#389

Some images required re-exporting in 2x from the .psd files in order to look good on high quality displays but all other files are from https://github.com/ppy/osu-stream

Created a feature request 2 years ago but never got around to actually doing it. Saw that the 2008 skin was added so I decided to try and make it

Thanks for attempting this, but right now it feels like a hack-job.

• cursor trail doesn't match (nowhere close)
• star fountains are weird
• hp bar looks completely wrong size
• animations don't match
• probably a lot more

i'll work on it a bit more and take reference from the actual code of osu stream for anims
i made the star fountains circles because there isn't star fountains in osu!stream and skinning it out with a blank texture wouldve been way more of a hacky fix, but if theres something that would work better please let me know

The stars are tiny and look like jank, so that would have to be fixed.
