Adds HighWater to Pipeline Observability.
Standalone (no dbt/warehouse dependency) freshness & quality monitoring: YAML checks over SQLite/Postgres/MySQL/ClickHouse, HTTP APIs and files — staleness, schema drift, null spikes, volume anomalies. Live dashboard, Prometheus /metrics, Slack/Discord/webhook alerts, incident state machine.
