What does this PR do?
Adds the initial What/Why proposal for a supported embeddable server
composition boundary. Downstream distributions provide their filter
registry, pipeline extensions, defaults, and activators while Praxis
retains ownership of startup, reload, activation, publication,
validation, and runtime policy.
