I would change this to: "To create a Discovery Handler that implements the bluetooth protocol for discovering IoT devices". While DHs can be embedded in the Agent the implementation is a discovery handler

Hey, here's a wip bluetooth proposal. As I gather more information I will fill in the sections and push as necessary. If there are any points I should research feel free to leave a comment and I'll put that in my list of things to do.
