Fix addon install flow for existing projects

Summary

• Allow proofkit add addon webviewer from outside an existing ProofKit project.
• Update FileMaker add-on install guidance to cover restart and removing older add-ons first.
• Refresh WebViewer docs and skill setup notes for the new flow.
• Add CLI coverage for the add-on install instructions.

Testing

• Not run
• Added/updated unit tests for add-on install instructions
• Verified CLI test no longer requires a preexisting proofkit.json for add addon webviewer
