I picked this PR up this fire and found nothing I can fix autonomously:

This routine has no API path to approve a held run (rerun_workflow_run just re-queues it into the same held state), and the underlying .github/workflows/openwiki-update.yml is a protected path an autonomous routine may not edit.

The diff itself is clean, in-scope generated content — 2 files, +5/−4, confined to openwiki/ (a .last-update.json bump plus two skill-roster lines for psd-strategic-plan and psd-schedules/chat-chart). Nothing here needs a code change from me, and openwiki/ is regenerated rather than hand-edited.

To unblock: approve the held workflow runs on the Checks tab, then merge once CI is green.

This is the third OpenWiki rolling PR in a row to land here (#1487 and #1534 were both marked stuck and later merged by hand), so the root cause looks like a standing repo setting rather than anything about this diff — worth a look at Settings → Actions → General → Fork/bot pull request workflows if you'd like these to run unattended.

The routine will not pick this PR up again until the pr-fix-stuck label is removed.
