Add type hints to CLI module functions #84

Description

Some functions in ondine/cli/ are missing explicit return type annotations. Adding them improves IDE autocomplete and mypy coverage.

What to do

1. Open files in ondine/cli/
2. Add return type annotations (e.g. -> None, -> int) to any functions missing them
3. Run uv run mypy ondine/cli/ to verify no type errors

Acceptance criteria

• All public functions in ondine/cli/ have return type annotations
• mypy passes with no new errors
