Refresh calculator UX, scoring, and Bun tooling

Summary

Refresh the immigration calculators with a clearer map landing page, locally hosted provincial flags, and a consistent cranberry and neutral palette. Province-list and map highlights work together. Calculator pages have section shortcuts, accessible navigation, and a compact live score on mobile.

Breakdown and draw history open in independent, spacious panels instead of sharing cramped sidebar tabs. Draw history includes program information and uses stacked cards on phones. Provincial eligibility messages stay hidden until the first answer changes.

This PR also migrates local scripts, CI, documentation, and the lockfile to Bun 1.4.2 and includes the scoring corrections below.

Scoring corrections

• Use the 6-month Tourism and Hospitality experience floor in Alberta.
• Prevent secondary education from receiving BC post-secondary location points and round the Metro Vancouver income floor up to the required cent.
• Score only the highest Manitoba connection and condition regional points correctly.
• Restore Saskatchewan prior-work points for the 1-year band.
• Calculate CRS nomination recommendation gains by rerunning the scoring function.
