Temporary test PR to empirically verify the pull_request_target export-check mirroring on a FORK PR. Base is the cadence-export-checks branch (which carries the new workflow). Adding CLA Signed + meta-exported should fire pull_request_target and post 'cadence (export) / *' checks onto this PR head. Will be closed after verification.

Test complete. Verified empirically that pull_request_target runs the workflow from the default branch (main), not the PR base branch, so this base-branch test exercised main's old workflow. Closing.
