The CI "Install Playwright Browsers" step (`playwright install --with-deps` in @uppy/dashboard) started hanging for the full 6h job limit and getting auto-cancelled — on main as well as PRs — even though no repo change touched playwright, the command, or ci.yml. The hang is in playwright 1.57.0's `--with-deps` apt phase interacting with a newer ubuntu-latest runner image (a known infra issue with older playwright on updated GitHub runners). 1.60.0 (2026-05-11) ships the installer fixes. Bump playwright in all 7 manifests that pin it so the whole repo stays on one version; the CI step uses @uppy/dashboard's.

Install Playwright Browsersstep (playwright install --with-deps) hangs for the full 6h job limit on ubuntu-latest with playwright 1.57.0 — on main and PRs alike, with no repo change to playwright/the command/ci.yml. Root cause: 1.57.0's--with-depsapt phase vs a newer ubuntu-latest runner image. This bumps playwright 1.57.0 → 1.60.0.Purpose of this PR: run the real CI workflow on a GitHub runner to confirm the bump clears the hang before raising upstream. Not for merge.
