Updates the dockerfile to run migrations before the web server starts. This uses the shell form of
CMDto run multiple commands. TheENTRYPOINTis removed since it's not meant to be used with shell-formCMD, which is fine because nobody was doing manualdocker runs on this container until now anyway.Draft until I actually test this. also future erin PR this same thing to https://github.com/r-anime/flairsite when this is confirmed working
