Until we can populate wards with real houses pulled from the database/some storage, it makes sense to fill it in with a few prefabs so we can eventually spawn their entrances and go inside without GM commands.
Note that these prefabs look best in the Lavender Beds, where they were tested. In Shirogane for example, they'll be on the wrong sized plot, leading to visual oddities.
