It is best understood as a governance-first architecture for a *fixed topology* of 4 specialized agents, rather than a general-purpose swarm orchestration framework.

**Bottom line**: Feasible as designed for Regen Network with the recommended phased approach. Not yet generalizable as a swarm framework without additional work on coordination, dynamic scaling, and adaptation.
