Release v0.2.16 adds the bilingual public-document baseline and the next benchmark layer.

• Adds Chinese summaries for every historical CHANGELOG release section.
• Adds bilingual public release, development, architecture, and benchmark documentation.
• Reclassifies fixed-prompt runs as Conformance Benchmark / skill-layer ablation.
• Adds the Naturalistic Effectiveness protocol and independent final-state/action-trace grader.
• Keeps the current conformance summary honest: 3 pairs are trend-ready only; no naturalistic result is claimed.
• Main remains protected; the release commit and tag are locally GPG-signed.

Validation: strict documentation audit PASS, 85 tests PASS, evidence evaluator PASS, benchmark aggregation PASS.
