Routine Dependabot bump of the xrpl dev dependency from 4.6.0 to 5.3.0 (major version jump), with corresponding lockfile updates to transitive packages (@noble/curves, @noble/hashes, @scure/base/bip32/bip39, ripple-keypairs, ripple-binary-codec, bignumber.js, @xrplf/secret-numbers). Since this MR's stated purpose is exactly this dependency bump, the version change itself is not out-of-scope. No application code in the diff depends on these packages directly, so correctness can't be verified from the diff alone — the main risk is the major version jump (4.x → 5.x) potentially introducing breaking API changes in test/dev tooling that uses xrpl.
