fix: HorshamDistrictCouncil - user_agent, postcode ID selector, JS click on submit

Three small issues on Horsham's waste page:

• No user_agent was being passed to create_webdriver, so the site served a challenge page to headless Chrome.
• The postcode input was being found by @value='Enter your postcode' — that placeholder text has gone, but the input has a stable id="Text1".
• search_btn.click() was intercepted by an overlay; switched to a JS click which bypasses the overlay cleanly.

Tested against a Horsham address on 2026-04-06.
