fix: WindsorAndMaidenheadCouncil - replace Selenium with requests

[InertiaUK]

The RBWM results page renders the bin schedule as a plain HTML table — no JavaScript involved — so the Selenium trip is unnecessary.

Swapped the webdriver flow for requests + BeautifulSoup, posting the UPRN lookup and parsing the table rows for collection type and date.

Tested against a real address in Windsor.
