Add initial support for detecting Ruby web application endpoints.
To provide PR-scoped observability for request rate, latency, and errors on touched API endpoints and controller actions, making the generated dashboards more relevant to the developer's changes. This is an initial implementation to capture controller actions and basic API routes (Grape/Sinatra).
