Summary
Depends on rossoctl/cortex#850 for the release-binary variants and a subsequent release (v* cortex tag)
Drops the fork clone from Step 1 (litellm streaming fixes are on rossoctl/cortex main via PRs rossoctl/cortex#815 and rossoctl/cortex#816). Adds the release binary as the primary Step 1 path with a "Without rossoctl" Step 4 invocation. Plugin table points session-budget users at the -sessionbudget variant.
