Investigated: the Trivy failure is NOT introduced by this PR — 0 alerts touch weather_service/uv.lock; all flagged CVEs are pre-existing repo-wide issues in other services surfaced by the large diff. This PR's 14 bumps are themselves security fixes. Safe to merge.
