Adds an optional deterministic graph evidence plane without changing the authoritative productive ranking behaviour. - immutable graph entities, assertions, snapshots and context packs - deterministic storage, entity resolution, paths, communities, retrieval - exact reviewed-evidence and grounded-writer bridges, fail-closed identity - provider-neutral GraphRAG BYOG export and reference validation - `targetintel graph` CLI and packaged configuration fallback - development-only GSE115978 and GSE120575 descriptive graph builders - locked NetworkX dependency plus CI graph CLI and wheel smoke gates Validation: 825 tests passed; 56/56 productive artifacts byte-identical; ruff and compileall PASS; wheel build and installed graph CLI smoke PASS. The graph layer is read-only with respect to feature construction, scores, roles, ranks, target selection and candidate activation.
