Adds an optional deterministic graph evidence plane without changing the authoritative productive ranking behaviour.

  • immutable graph entities, assertions, snapshots and context packs
  • deterministic storage, entity resolution, paths, communities, retrieval
  • exact reviewed-evidence and grounded-writer bridges, fail-closed identity
  • provider-neutral GraphRAG BYOG export and reference validation
  • targetintel graph CLI and packaged configuration fallback
  • development-only GSE115978 and GSE120575 descriptive graph builders
  • locked NetworkX dependency plus CI graph CLI and wheel smoke gates

Validation: 825 tests passed; 56/56 productive artifacts byte-identical; ruff and compileall PASS; wheel build and installed graph CLI smoke PASS.

The graph layer is read-only with respect to feature construction, scores, roles, ranks, target selection and candidate activation.
