to make testing easier, take test data from the standard input
I discussed this test case in the 6 Steps to Understanding Relative Placement article. I have not seen this particular scenario addressed in the RP documentation I have read, but it is a legal input to the RP algorithm.
Two couples are tied "all the way out" (in the number and sum of placements), requiring a "showdown" (pairwise tiebreaker).
Two pairs of couples have the same majority count, but their sums of ordinals are different.
100 teams, 3 judges each judge gives 10 yes (1), 3 alt (2), remainder no (3)
