RUE-1508: resolve provisional test duplication rulings

Summary

• give release-smoke one release-lane owner while retaining debug CLI and release-configuration coverage
• preserve oracle differential execution as a distinct interpreter-comparison assertion outside ordinary duplicate accounting
• remove the aggregate ABI substring intersection without dropping the other 61 native ABI cases
• record RUE-1266 as the tracked Phase-4 removal of broad compiler-suite repetition
• keep dedicated-lane ownership and live listing inventories fail-closed
