Unexpected internal cargo error when publishing to crates.io

We had our latest release to crates.io fail with the following message:

error: no packages ready to publish but 2 packages remain in plan with 1 awaiting confirmation: uv v0.11.20 and uv-cli v0.0.53

I think this is fixed by #17071 (see also #17028), but I haven't yet updated the toolchain to rust-lang/rust. Let me do it right now.

Thanks for the fix, but is it unlikely that this bug fix will be released in a stable version of Rust anytime soon?
Do we have to go around fixing all GHAs that use cargo publish --workspace?

Beta backport is merged as well (rust-lang/rust#157787) and will be released on July 9. In the meanwhile you can use beta or nightly toolchain to publish while keeping stable toolchain for daily development.
