Can't run tests on i686-pc-windows-gnu

I can't get this job working anymore, the setup is rather weird since we no longer ship host tools. The job will be disabled for now.

Poked at this on a fork. pacman -Sy mingw-w64-i686-gcc works on windows-2025-vs2026, and the x86_64-gnu host setup goes through fine.

Setting just CARGO_TARGET_I686_PC_WINDOWS_GNU_LINKER gets gcc invoked but it exits 1 with empty stderr. Adding mingw32/bin to PATH breaks the host build instead, since its dlltool then gets called with --64 for windows-sys.

So PATH looks like the wrong lever. Maybe -Cdlltool scoped to the target; rust-lang/rust#161050 looks related.

Mateusz figured out that it's a path issue in the Zulip channel, the 32-bit path needs to come later. #1305 seems to have it fixed.
