Adds a live Base-mainnet x402 endpoint from JMT x402 Real-Money Agent Tools. The self-serve API accepted the endpoint as healthy/pending review (service id bb34b87d-0f15-43a3-b197-745c5e252705). Full test suite has unrelated Windows path failures in this local clone, so I validated the YAML fields directly.
