Bump browserslist to 4.28.8
Closes Dependabot alert 5: browserslist 4.28.6 and lower can crash or write to a prototype when loading an untrusted custom stats file. This build never loads one, so exposure was nil; the alert stays open until the lockfile moves.
pnpm-lock.yamlonly. browserslist 4.28.6 to 4.28.8, transitive via autoprefixer, plus its data siblings (caniuse-lite, electron-to-chromium, node-releases, baseline-browser-mapping, update-browserslist-db) within their current majors. No package.json change.Verified: frozen install, typecheck, 209 unit tests, build.
