Wires up CI: fmt check, clippy (deny warnings), build, and test on every push to main and every PR, then cargo-tarpaulin coverage uploaded to Codecov. codecov.yml sets an 80% project/patch target, matching the convention used across the other repos.

Also commits Cargo.lock — kvforge ships binaries (server + CLI), so per Rust convention the lockfile belongs in version control for reproducible builds, unlike a pure library crate. Ran cargo tarpaulin locally first to confirm it actually produces a report before wiring it into CI (77.85% coverage as of this branch).

Single rust job: fmt --check, clippy -D warnings, build, test, then
cargo-tarpaulin coverage uploaded to Codecov. Runs on push to main and
on every PR. codecov.yml sets an 80% project/patch target, matching
the other repos.

Also commits Cargo.lock (kvforge ships binaries, so the lockfile
belongs in version control for reproducible builds) and ignores the
local tarpaulin coverage/ output dir.
