* editorial + sec/priv sections rewrite Lots of editorial stuff. Added disability status to senstive information. Notable rewrite of 2.15 (sec/priv considerations sectionS - now separate). Still need to rewrite intro * Update index.bs * clarify that ping/sec reviews want in-line sections * fix titles to match main doc; clarify opening * add cite to guide for review instructions * add earlier and stronger cites to 6973 and the FP doc * remove cites to tracking repo unlike the tag, PING is not using this repo for incoming requests (yet),so let's not confuse people by pointing at it.
