fix: highlight regex literals as one Vim region

Problem: Vim left the leading hash character unscoped and styled raw regex backslashes as ordinary string escapes.

Cause: regex literals fell through to the generic string region.

Fix: add a dedicated regex region without string-escape children and add headless syntax assertions.

Tests: headless Vim regex syntax test; vint.
