Plan na 2026-09-15: rozdzielić ścieżki implementacji do dokładnie jednego aktywnego ticketu, zweryfikować zakresy workstreamów i przeprowadzić governance-check. Potwierdzić, że Planfile publikuje ten ticket do semcod/korullm jako GitHub Issue.
