Adopt standard wellmanifest/new-project 0.20.32 (revision b6ba9c21a65a6a5648ecf904b64c3b75295e136f) into semcod/monag under ticket-077.

• Upgraded governance infrastructure and managed files to 0.20.32.
• Synchronized pyproject.toml packaging pin to 0.20.32 and revision b6ba9c21.
• Repaired pytest pythonpath in pyproject.toml by including '.' (repository root) alongside 'src' and 'tests', ensuring wellmanifest_governance plugin imports cleanly.
• Harmonized manifest workstream declarations (clean integration, full governance ownership).
• Local governance check passes with GOV-PASS.
