test(sync): fix OneDev import ordering regression

OneDev reported I001 after PR162 because the new regression test placed a standard-library import below project imports. Reorder that import without changing test or runtime behavior.

Validation: exact changed-file Ruff gate passed; 49 focused tests passed; governance 0 errors/0 warnings. Require a successful OneDev verification before publishing this follow-up.
