fix(governance): declare ownership for Python API demos

[tom-sapletta-com]

The managed allocator rejects the Python API demo repair because no workstream owns examples/python-api. Assign only that directory to the application workstream in the target-owned manifest. Managed policy files, lock hashes and required checks are unchanged.

Validation: governance0errors/0warnings; work-start admission now recognizes the exact path. Publish this prerequisite before allocating the demo repair PLF-081 / #165.
