Compile on Cygwin Error: configure: error: Couldn't find libev. Try installing libev-dev[el].

Hi, I have an issue while compiling the source using Cygwin.
I have libev-devel installed but I get this error:

configure: error: Couldn't find libev. Try installing libev-dev[el].

Is there any workaround to fix this issue?

if you are cross compiling, you need to install libev-dev of target arch. for compiling on Debian, first enable armel repository by run sudo dpkg --add-architecture armel, then install libev-dev for armel sudo apt install libev-dev:armel. it works for me.
