Schedule upstream synchronization at 07:07 UTC daily instead of every 15 minutes. GitHub owns the schedule; the separate devbox dispatch timer is disabled. Validation: actionlint and scoped workflow formatting check passed.

Why
The workflow was scheduled every 15 minutes. The daily GitHub schedule is the requested cadence, with the devbox dispatch timer disabled separately.
