What Changed

Prepare releases in the local maintainer task using an explicit upstream nightly tag and a review directory outside the checkout. Remove the scheduled workflow that depends on the homelab runner, and document the local review, merge, and hosted publication procedure.

Why

The homelab runner is retired. Release requests should run when the maintainer asks in the local task, while retaining source provenance, privacy review, CI, and cross-platform GitHub-hosted builds.

Validation

  • 13 focused planning and nightly-selection tests passed, including local output, external review directories, preview rejection, and already published releases.
  • Scoped lint, formatting, and whitespace checks passed.

Checklist

  • This PR is small and focused
  • I explained what changed and why

Model: GPT-6, Codex harness.

Retire the scheduled sync that waits for the homelab runner. Allow a maintainer to plan an exact published nightly into an external review directory without GitHub runner variables, then use the existing candidate PR and hosted release checks.

Document the local review, maintainer merge, publication and verification steps. Cover explicit nightly selection and preview rejection with focused planning tests.
An explicit nightly request must not create a new source commit for a release that already exists. Return ready=false after verifying the accepted published tag, while preserving bootstrap behavior when no tag is supplied.
