chore(release): publish Linux packages only - #39

The maintainer now requests Linux-only releases. Keep x64 and ARM64 AppImage, Debian and CLI builds, remove macOS and Windows jobs, and reject non-Linux assets during release assembly. Record the policy in the retained local release guide so future requests preserve it.

Future T2 releases should publish Linux packages only. Remove the macOS and Windows release jobs, retain Linux x64 and ARM64 AppImage, Debian and CLI packages, and restrict publication to their artifacts and updater feeds.
Release assembly now requires the complete Linux package set and rejects assets from other platforms. The local release guide records this as the maintainer's ongoing policy.
Validation: all 32 focused fork-control tests passed, including Linux-only assembly, missing-package failures and rejection of macOS and Windows artifacts. Scoped lint, formatting, YAML dependency checks and overlay verification passed.
