Reviewed 191 upstream commits since the previous nightly. PostHog and client/server OTLP exports remain disabled at their exporter boundaries; local diagnostics, provider calls and optional remote authentication are retained. Moved the server observability patches to the renamed service and adapted desktop, relay, mobile and browser-trace regression tests for Effect 4.0.1. Narrowed the unchanged desktop application-ID packaging anchor and migrated fork-owned privacy test imports. Relay Worker telemetry is hosted infrastructure, excluded from this Linux release and its retained workflows. Updated dormant reference submodule mappings to their upstream paths. Upstream: 611132c
The pinned nightly adds Playwright integration tests, but the fork server shards did not install their browser binary. Install the matching Chromium headless shell and system dependencies before the tests, as upstream does. The reusable CI workflow also supplies release quality checks, so both paths receive the prerequisite.

Follow upstream nightly v0.0.46-nightly.20261007.2774, adding 191 upstream commits since the previous T2 release.
Validation: 84 focused privacy and compatibility tests, 32 release-control tests, scoped lint and formatting, and server and desktop typechecks passed. The lockfile matches the pinned upstream source. The first hosted CI run passed every application check except the server shard needing Chromium. The reusable CI now installs the matching Playwright headless shell and its system dependencies for server tests and release quality checks. All 32 release-control tests passed after this repair. Full hosted CI must pass before merging.
Model: GPT-6.1. Harness: Codex in T3 Code.
