feat: add Hugo talks sync skill

Summary

• Use the sync flow to add 11 missing Speaker Deck talks as content/event bundles with featured.jpg assets.
• Add the repo-local $hugo-talks-sync skill for auditing missing Recent & Upcoming Talks from external talk indexes.
• Classify synced paper-reading decks as Journal Club and keep existing invited-talk tags in the canonical casing.
• Refactor the audit helper around source adapters so non-Speaker-Deck sources can be added without changing the audit workflow.
• Add a temporary lychee exclude for an existing IEICE KEN link that returns HTTP 403 to automated checks.

Source adapter support

• Default source: speakerdeck-profile for https://speakerdeck.com/shunk031.
• Generic sources: auto-detected feed, explicit rss, and explicit atom.
• Config support: --source-config accepts a JSON source list with name, adapter, url, and adapter-owned options.
• Future extension point: HTML pages, platform APIs, YouTube channels, or connpass user pages should add a registered adapter that emits the same normalized candidate records.
• Duplicate handling: repeated candidates across multiple sources are reported in duplicates instead of creating duplicate import candidates.
• Kind review: audit output now includes likely_kind and suggested_tags; unclear candidates keep likely_kind empty instead of being guessed as Invited Talk.
