This PR adds live Vat debt-ceiling synchronization to the existing
DssExecLibAutoLine setters:DssAutoLine.exec(ilk)after each of the three setter updatesremoveIlkFromAutoLineconfiguration-onlyThis addresses the issue identified during the July 16 spell review, where updating AutoLine parameters did not automatically propagate the resulting debt ceilings to the Vat.
