To ensure correctness, there should be some relatively simple way to start up a scalable quantity of servers and have them interact with each other in predetermined, testy ways.

• set up a python script to start a variable number of peers
• track all peers' states
• send commands across leaders/followers and ensure they're all received
• Terminate peers in happy/unhappy ways and observe changes to state
