chore(release): scope preVersionCommand to publishable packages - #26

Building every project (including the example app) blocked nx release. Limit the pre-version build to the packages that ship to npm, and pass --verbose so the next failure is diagnosable in CI logs. Co-authored-by: Cursor <cursoragent@cursor.com>
