Add DriftWire (API contract drift detection CLI)

Adds DriftWire — a free, zero-dependency Python CLI that detects API contract drift two ways:

• driftwire diff <old> <new> — breaking changes between two OpenAPI spec versions
• driftwire check <spec> --url <base> — spec-vs-reality: probe a live API and validate responses against its OpenAPI schema

MIT licensed; also ships a GitHub Action for CI gating.
