[AI] Update Dependency - base64

[KCarretto]

This PR updates the base64 dependency in implants/Cargo.toml from version 0.21.4 to 0.22.1.

Changes:

• Updated base64 version in implants/Cargo.toml.
• Verified build and tests pass for eldritch-libcrypto (direct consumer) and the full implants workspace.
• implants/Cargo.lock is not included as it is ignored by .gitignore.

This update ensures we are using the latest version of base64 with bug fixes and improvements.
