[AI] Update Dependency - serde_json

[KCarretto]

Updated serde_json from 1.0.87 to 1.0.149 in implants/Cargo.toml to include latest fixes and improvements.

The update was verified by running cargo build --all-targets and cargo test in the implants directory. All tests passed (except for a known imix permission error unrelated to this change).
The build output confirmed serde_json v1.0.149 was compiled.
