ROX-31478: Add tool to get CVE related deployments

Description

This PR is adding tool to get deployments related to CVE.

Tools also supports:

• paging (offset / limit)
• flag to filter platform and user workload
• option to filter by cluster and/or namespace

Validation

• CI pipeline tests
• Manual testing with MCP inspector
• Manual testing with Claude Code
