Feature: LW harbor integration

This integrates harbor into kadence blocks.

• Enables Harbor UI from Harbor::init()
• Updates the authorized checks with a new helper function kadence_blocks_is_legacy_license_authorized()
• Added kadence_blocks_is_license_authorized() (although currently not needed because auth is only for AI)
• Added filters for kadence_blocks_ai_disabled & kadence_blocks_ai_disabled_message that we can optionally use
• Suppressing legacy inactive_notice admin notices in favor of harbor taking that functionality over
• Conditionally displaying AI banner messaging based on customer type
