When the installed binary is v0.12.0, which Step 0 still explicitly accepts, this replacement removes the only guard against combining --exclude with JSON execution even though the note itself says the fix begins in v0.12.1. On v0.12.0 the JSON route ignores the exclusion and omits its diagnostics, so an excluded live owner can remain eligible and be deleted; either raise the minimum version to v0.12.1 or retain the non-JSON/skip-execution fallback for v0.12.0.
